The "Arctic Bridge" is a shipping route connecting Murmansk with Churchill, Manitoba. The Russians plan to invest heavily in port infrastructure in Murmansk: New deep-sea port for Murmansk:

The new port is part of a major modernization process of industrial facilities along the Kola Bay. In addition to the improved Murmansk Trade Port, new terminals and industrial plants will be built on the western shore of the bay. Also a new 26 km long railway line will be constructed to the new industrial areas.
A total of 300 million RUB will be invested in the area. Port capacities are believed to increase to an annual 28,5 million tons in 2010 and 52 million tons in 2020.
It's safe to say this is meant to serve other purposes than shipping fertilizer to Churchill. Among Arctic connections it may support local shipping in the Barents Sea and shipping along the Northern Sea Route across northern Russia from the Barents Sea to the Bering Strait.
