At the end of November 1999, the trade ministers of the WTO member states gathered in Seattle to talk about future trade negotiations. Things went very wrong. Inadequate preparation led to the breakup of the meetings.
The public's attention was distracted from the meetings to anti-globalization and anti-WTO demonstrations and rioting outside. Norm Stamper was the Seattle police chief at the time. This is his account of the riots: "Snookered in Seattle: The WTO Riots" (Seattle Weekly, June 1-7).
